Dress for the weather

Teach kids to dress for the weather, with warm, comfortable layers underneath and a waterproof/windproof layer on the top. Keep in mind that small children who are riding won't work up a sweat like adults and bigger children who are walking and running, and may need more clothing to keep them warm.
