There is no such thing as "spot reduction." However, if one becomes thin through dieting without exercise, one can still be rather flabby and slack. Building up the muscle, in this case, the triceps, will improve the appearance of the arm. Strengthening muscle also increases metabolism, reduces the chance of back problems, improves bone density and makes one better able to cope with any daily chore that might come up. Using free wieghts and doing calesthenics improves balance and coordination, which may prevent injury, as well.
Finally, strength training can be done quickly, going from upper to lower body moves to raise the heart-rate, burn calories and benefit the musculo-skeletal system all at the same time. It is great for someone in a hurry!
