I agree with the answer on fitsugar.com but would say that for any women wanting to tone their arms as well as the rest of their body they should consider squats.
Ballerinas who have performed heavy squatting with 8-12 reps are much more toned then those who do not lift weights or those that lift light weights.
It comes down to efficiency.
